Genl Have reports that have reached me by Citizens of Webster Co. I have thought it [failible?] that the enemys force you mention at Suttonsville is being increased with a view of making a Sudden blow at you. It is said that five regiments have moved toward that point. Your position seems to be an inviting one for such a move ment. Genl In my proposition of yesterday of the 1st Inst: to exchange the prisoners of war belonging to the armies operating in [VA?]. I intended to include all captured soldiers of the U.S. of whatever nations Colors under my control. Deserters from our Service, negroes belonging to our citizens are not considered subjects of exchange & are were not included in my proposition.
