W.F. Engineer Office
Portland, Oregon Dec. 13th 1871 (partially obscured)

Dear Elliott,

Yours of the 27th ult. just received & I hasten to reply. 1st The location of the tower is so settled by the ground that only one point could be selected. The place where I drove a stake was exactly the point selected by Col. Williamson according to Mr. Ebright & Mr. Riggs where he saw it said it was within one foot of Col. W's point. They were both with the colonel at the time, I believe. The stake is 18 feet from the edge of the descent the ground falling off very steeply probably 20' and then 50' vertically down the rocks. (A 50' tape line just reached the water at high tide.) I sent the first of July a report & sketch
