Sir:

I have the honor to state that April 27, 1871 at Corvallis Oregon, I made a verbal agreement with the County Surveyor of Benton County, Oregon, Mr. George Mercer, that he should within two or three weeks survey the light house reservation at Benton County, Oregon. Shortly after this, however, he had work that prevented his undertaking this job and I have never heard from him until this day when the overseer sends me his bill.

In June I had contracts drawn up but could not find Mr. Mercer prior to June 30 so the contracts could not be signed. I would respectfully inquire whether this can in any way be paid from the
