June 5, 1914.

Secretary Bryan acknowledges receipt of our letter of the 3d instant transmitting
a letter from Henry J. MELOSH concerning the desire of Abraham J. GOLDSTEIN to visit
Russia and requesting that his passport be visaed by the proper Russian representative
in this city. Encloses copy of printed circular on the subject of visas in which it is
stated that the Department does not act as intermediary in obtaining visas by foreign
representatives --- tells what should be done -- see 1442.
