My dear Mr. Secretary,

As to the question of the Russian
Ambassador concerning the possibility of an
early appointment of an Ambassador to Russia,
I think we can say we intend to make every ef-
fort to make an early appointment. though we
are not now certain that we can get such a man
as we want within a short time. I do not see
that he need forego his trip to Russia.
