The "at" and the end of line 9 and the "to" that starts line 10 are very clear and I wonder whether text was omitted.

I do not have a topographic map of Henrico at hand and it's a little difficult looking for creeks on my monitor but based on a little searching, I suspect that some or all of the creeks named here have newer names.
