Yuba City Feby [February] 22nd 1865

Sir. I beg to refer you to my letter of 12th April 1864 and to my proposal since that time to deduct from my claim for cattle sold to the agent for the Indian Service viz all the goods which I disposed of and did not return to the agent, "provided you would now pay me the balance due on both lots of cattle. I have waited now 18 months for the money, which by contract with the agent I was to be paid on delivery of the cattle, & when the Government currency here was worth 84 cents on the dollar, & the beef was sold at [$4.75?] now worth 9 cents in Gold. I have frequently informed you and your agents here of the great wrong I have suffered by this transaction & yet no reply whatever. If the Government is neither legally nor morally bound for the [act?] of [its?] public officers in purchasing supplies for the Indian service it appears to me that the heads of the department should so publish to the [illegible?] when those who furnish supplies could govern themselves accordingly. those goods returned to him by me, has long since been endorsed to your offices, if this is two, it seems to me the amount disposed of by me is very easily assertained which your an authorized to take from my claim. Part of the cattlessold the agent were purchased from two others [illegible] and now I will be compelled to transfer the claim by a power of attorney, to [illegible] others from whom I have borrowed money and to whom I am owing money for [illegible] of the cattle paying [illegible] cant [pensmouth?] [illegible] in gold for a large sum and will have to do so until you pay for the cattle , the lower of attorney is given to William P.
