Dear Mr. President:-

Mr. Colcord has shown me your letter to him. May I
take the liberty of saying to you that of all the men I know,
Mr. Colcord himself is the fittest to explain to the leaders
of Russia the aims and hopes of liberal America.

The thought in my mind is not of a large mission but
of one man. I believe fervently that one man should be sent
to explain to the Russians how very closely akin are your
hopes for the world and their own. One true liberal with
letters from your hand might be able to win the leaders of
Russia to belief in the truth that their program can be car-
ried out only by the most understanding cooperation with the
United States.

Mr. Colcord is a true liberal.
