In reply to your letter of yesterday I have to inform
you that Capt Townsley was at the Customs House yesterday, when
he was told that the documents you mention were sent to Mr Farrer
Secretary of the Marine Department Board of Trade on the 19 May [..]

I am directed by the Lords of the Committee of
[Privy] Council for Trade to transmit to you the following
observation that has [arisen] on your account with this Department
for the quarter ending 31 March 1856 to which I am to request
that an answer and explanation may be given without delay
"The receiver of Wreck Hull
Observation.
In the cases in which salvage is paid by
[owners] and the money does not pass through
the Receiver's hands the forms [W] 7 & 8
are not to be required but the words "paid
by owner" must be inserted in column
14. of the [W] 4. and when practicable
the amount paid should also be states.
When [salvors] are paid by the Receiver
the Form 8 must be used and if the
money with which they are paid was
handed by the the owner to the Receiver for
apportionment the form [W.] 7. is also
required
